Abstract
Failure to comply with EU environmental regulations Luxembourg should have implemented the 2001 environmental noise framework directive by 18 July 2004. Even though Luxembourg had finalised legal transposition of the relevant laws during the court proceedings the Commission claimed it should be fined for not acting according to the rules set out in the Directive.
