Abstract
The case concerns the administrative declarations of wetlands as ecological sensitive areas by the Zimbabwean Minister of Environment. The applicant contends that the Minister did not give dully notice and adequate time for representation as required under the Administrative Justice Act when this land described as “wetland” was proclaimed an ecological sensitive area. The judge ruled that there was no proper representation and inadequate time was given to the applicant who had a particular interest in this issue.
