Abstract

The key issues in this consolidated cause revolve around the validity of a legal notice published by the Cabinet Secretary for Environment and Natural Resources.  The  effect  of  that  Legal  Notice  is  that  it  outlaws  the  use, manufacture  and  importation  of  certain  categories  of  plastic  bags  used  for  commercial  and  domestic packaging.
